High-level discussions involving American, Moscow, and Kyiv officials commenced in the United Arab Emirates this week, marking the most recent step in attempts to achieve a peace agreement to conclude the protracted conflict in the region.
American military official the US representative allegedly held talks with a Russian delegation on Monday night, with dialog extending into Tuesday.
“Negotiations are advancing smoothly with continued optimism. The Secretary remains in close coordination with the administration throughout these proceedings,” a spokesman remarked.
The Ukrainian military intelligence chief, Kyrylo Budanov, was also expected to take part in the meetings, though details were vague whether face-to-face engagement with Moscow’s representatives would take place or if distinct bilateral meetings would be held.
Identity of the Moscow delegation was not immediately clear. “We cannot provide details. We are following the media reports,” a Russian representative informed official outlets.
These meetings come after prior negotiations in Switzerland where US and Ukrainian officials revised a draft US framework for ending the conflict.
Russia has so far not accepted the most recent draft of the plan and is not expected to accept many of the Ukrainian revisions.
Russia’s top diplomat, the Russian diplomat, stated that any revised agreement must embody the “essence and wording” of what was discussed during previous high-level meetings between both nations.
European leaders are apparently struggling to stay engaged in the negotiations as American officials drive the efforts.
Finland’s leader, a European figure, who has stepped forward as a primary interlocutor between the US and EU officials, commented that the coming days would be critical in attempts to secure a peace settlement.
He reportedly held discussions with Kyiv’s leader and the alliance representatives, emphasizing that “Decisions about Ukraine’s future rest with its people, and while European security matters are for Europe to resolve.”
Meanwhile, the French president, Emmanuel Macron, cautioned against a agreement that would amount to a “capitulation” for Ukraine.
“The current proposal indicates what Moscow might find acceptable. But does this imply it should be endorsed by Ukraine and Europe? The answer is no,” he stated.
American plan was originally composed of numerous clauses and was drawn from dialog between US and Moscow representatives, with contributions from Ukrainian defense officials.
Key elements of the proposal reportedly included:
The US representative allegedly went to the Ukrainian capital to brief Zelenskyy on the plan and demand rapid approval.
The demand, coupled with the disclosure of the proposal, reportedly took by surprise Ukrainian and European authorities.
The Ukrainian president reportedly that the country was facing one of the hardest periods in its history and was being forced to choose between “losing our dignity or losing a key ally.”
Later, the US official informed alliance representatives on the proposal in Kyiv, with one attendee describing it as “a nightmare meeting” and noting that EU officials were stunned by both the content and tone of the presentation.
Washington later moderated its stance, indicating that the comprehensive plan was an “starting position for talks” rather than a definitive ultimatum.
While peace efforts proceed, Moscow has continued its nightly assaults on Ukrainian cities.
Russian forces allegedly fired numerous of projectiles and many of unmanned aircraft at targets in and around Kyiv, according to Ukrainian sources.
The Ukrainian president emphasized that the Kremlin must not believe it could win the conflict while negotiations were underway.
“What matters most now is that all partners move toward diplomacy together, through joint efforts. Measures against Russia need to produce tangible effects,” he stated.
Kyiv’s leader confirmed that multiple people had been fatally injured in the recent assault on the city.
